While Presidents Clinton and Yeltsin shared the experience of facing impeachment proceedings, these proceedings took place under very different circumstances, given the differences between the United States and the Russian Federation constitutions. Professor Hobér's book is an important historical document, presenting, for the first time in English translation, all publicly available decisions, decrees and transcripts from the State Duma relating to the attempts to impeach President Yeltsin. The publication illustrates the workings of the Constitution of the Russian Federation, in particular Article 93. At the same time, the attempts to impeach President Yeltsin illustrate Russian politics and Russian political debate as well as Russian political culture at the time.
