Design for the United States Coast Guard

I. INTRODUCTION
On March 1, 2003, the United States Coast Guard (USCG) officially
became an agency of the Department of Homeland Security (DHS), thus
adding another chapter to a long history of service to the citizens of the
Ronald J. Bald, is a Lieutenant Commander and Judge Advocate in the U.S. Coast
Guard currently stationed at the U.S. Coast Guard Academy legal office in New
London, Connecticut. Mr. Bald graduated from Tulane Law School in 2003. The

Evette E. Ungar, is a law clerk with Ungar & Byrne, A.P.L.C. in New Orleans,
Louisiana. Ms. Ungar graduated BA in Public Communication from The American
University in 1999 and from Tulane Law School in 2003.
