North Carolina State Government
In General
The North Carolina state government is composed of three branches —
executive, legislative, and judicial. Each of the three branches is equal to, yet
independent of, the others. 1
Executive Branch
The executive branch is headed by the Governor, who may serve no more than
two consecutive terms and who is elected every four years by the state’s voters.
The Governor is advised by the Council of State, which is made up of elected
officials who are heads of departments of state government, as well as the
Lieutenant Governor, who is elected for a four-year term.
Members of the Council of State include the Secretary of State,2 State Auditor,
State Treasurer, Superintendent of Public Instruction, Attorney General,
Commissioner of Labor, Commissioner of Agriculture, and Commissioner of
Insurance.
In addition, the Governor appoints members of a cabinet, who head various
departments such as Commerce, Cultural Resources, and Transportation. The
Office of the Governor also employs assistants and personnel necessary to carry
out the functions of the chief executive of the state.
