Introduction
In General
Virginia is one of the original 13 colonies situated on the Chesapeake Bay to the
south, the Potomac River and Washington, DC to the north, and the Atlantic
Ocean on its eastern shore. Its population of just over 6.6-million places it
twelfth among the 50 states in population. Virginia ships more than US $10-
billion in products and US $4-billion in services annually to destinations
throughout the world. Forty per cent of the world’s Internet traffic passes
through Virginia, home to 1,100 computer-related firms that include UUNet,
PSINet, and America Online. Each year 10-million tons of coal are shipped from
Virginia ports to foreign manufacturers and power producers. Virginia is the
fourth most corporate tax-friendly state, as reported in 2008 by The Tax
Foundation.

Foreign Trade Zones
To encourage foreign commerce, Virginia provides for the establishment,
operation, and maintenance of foreign trade zones on ports of entry of the
United States.
Applications for a foreign trade zone can be made by any private corporation
organized under Virginia law for the purpose of operating a trade zone, as well
as by a public corporation of the State or its political subdivisions. At present,
there are 20 foreign trade zones designated by the United States Department of
Commerce, which are dispersed throughout the state.
Local Technology Zones
There are 21 local technology zones throughout the state, which are local county
ordinances promoting a particular area with Virginia Business Incentives.
