I. INTRODUCTION
With approximately 20,686,000 households and a 99% television
penetration rate, Italy was, in 1996, the fourth largest European television
market. The terrestrial network is still the only way for the great majority of
Italian households to receive television programs. Indeed, Italy has a wealth
of free-to-air television channels, including a limited number of national
channels.1
