In accordance with the Federal Constitutional Law of 21 March 2014, No. 6-ФКЗ, “On the Acceptance into the Russian Federation of the Republic Crimea and Formation within the Russian Federation of New Subjects – Republic Crimea and City of Federal Significance Sevastopol,” with Article 34 of the Federal Law of 6 October 2003, No. 313-ФЗ, “On the General Principles of Organization of Local Self-Government in the Russian Federation,” Article 26 of the Law of the Republic Crimea of 21 August 2014, No. 54-ЗРК, “On the Foundations of Local Self-Government in the Republic Crimea,” with the Law of the Republic Crimea of 5 May 2014, No. 16-ЗРК, “On the Structure and Names of Agencies of Local Self-Government in the Republic Crimea,” the Number, Terms of Powers, and Date of Holding Elections of Deputies of Representative Agencies of Municipal Formations, First Convocation, in the Republic Crimea,” with the Statute of the Municipal Formation of the City Area Simferopol of the Republic Crimea,” with the Decision of the First Session of the Simferopol City Soviet, I Convocation, of 29 September 2014, No. 7, “On Endowing the Simferopol City Soviet with the Rights of Juridical Person,” with the Decision of the Seventh Session of the Simferopol City Soviet of the Republic Crimea, “On the Creation of the Administration of the City of Simferopol of the Republic Crimea with the Rights of a Juridical Person,” the Simferopol City Soviet of the Republic Crimea decided: 1. To determine that all property situated with agencies of local self-government on the territory of the Republic Crimea on the day of acceptance into the Russian Federation of the Republic Crimea and the formation within the Russian Federation of new subjects and the territories which have been relegated to the territory of the municipal formation of the city area Simferopol of the Republic Crimea (Annex 1) shall pass to the ownership of the municipal formation of the city area Simferopol of the Republic Crimea.
William E. Butler, Emeritus Professor of Comparative Law in the University of London, attached to University College London, is the John Edward Fowler Distinguished Professor of Law at the Dickinson School of Law, Pennsylvania State University, and Founder and Director of The Vinogradoff Institute.
An authority on the legal systems of Russia and former Soviet nations, he is the author, co-author, editor or translator of more than 3,500 books and articles on Russian, Soviet, Kazakhstan, Ukrainian, Uzbekistan, and other Commonwealth of Independent States legal systems. He has acted as Counsel to the EBRD, European Union, World Bank, United Nations, and Department for International Development of the United Kingdom on individual law reform projects.
The recipient of numerous honors for his service to Russian and international law, Professor Butler is Academician of the National Academy of Sciences of Ukraine and the Russian Academy of Natural Sciences, Associate of the International Academy of Comparative Law, and Member of the Russian Academy of Legal Sciences. He has been elected to his fourth term as a member of the Russian International Court of Commercial Arbitration. In 2003 Professor Butler was awarded the G. I. Tunkin Medal by the Russian International Law Association.
