1. The present Federal Law shall determine the legal status, basic tasks and powers of persons filling State offices of the Russian Federation of Ambassador Extraordinary and Plenipotentiary of the Russian Federation in a foreign State, Permanent Representative (or Representative, Permanent Observer) of the Russian Federation attached to an international organization (or in a foreign State) (hereinafter respectively – Ambassador, Representative).
2. Ambassador – highest official representative of the Russian Federation accredited to a receiving State ensuring by diplomatic and international-legal means the conducting of the foreign policy line of the Russian Federation, defense of national interests, sovereignty, security, and territorial integrity of the Russian Federation, rights, freedoms, and legal interests of the citizens thereof and Russian juridical persons in the receiving State.
3. Representative – empowered representative of the Russian Federation attached to an international organization (or in a foreign State) ensuring by diplomatic and international-legal means the conducting of the foreign policy line of the Russian Federation in the respective international organization.
4. The List of international organizations (or foreign States) attached to (or in) which the presence of a Representative is necessary shall be determined by the President of the Russian Federation.
5. Diplomatic ranks shall be conferred on an Ambassador or Representative in the procedure established by the President of the Russian Federation.
6. An Ambassador or Representative shall be guided in their activity by the Constitution of the Russian Federation, generally-recognized principles and norms of international law, international treaties of the Russian Federation, federal constitutional laws, the present Federal Law, other federal laws, acts of the President of the :Russian Federation and Government of the Russian Federation, acts of the federal agency of executive power effectuating functions with regard to working out and realization of State policy and normative-legal regulation in the sphere of international relations of the Russian Federation (hereinafter – empowered federal agency of executive power).
William E. Butler, Emeritus Professor of Comparative Law in the University of London, attached to University College London, is the John Edward Fowler Distinguished Professor of Law at the Dickinson School of Law, Pennsylvania State University, and Founder and Director of The Vinogradoff Institute.
An authority on the legal systems of Russia and former Soviet nations, he is the author, co-author, editor or translator of more than 3,500 books and articles on Russian, Soviet, Kazakhstan, Ukrainian, Uzbekistan, and other Commonwealth of Independent States legal systems. He has acted as Counsel to the EBRD, European Union, World Bank, United Nations, and Department for International Development of the United Kingdom on individual law reform projects.
The recipient of numerous honors for his service to Russian and international law, Professor Butler is Academician of the National Academy of Sciences of Ukraine and the Russian Academy of Natural Sciences, Associate of the International Academy of Comparative Law, and Member of the Russian Academy of Legal Sciences. He has been elected to his fourth term as a member of the Russian International Court of Commercial Arbitration. In 2003 Professor Butler was awarded the G. I. Tunkin Medal by the Russian International Law Association.
