Preview Page The present Law in accordance with the Constitution of Ukraine shall determine the organization, powers, and procedure for activity of the Cabinet of Ministers of Ukraine.
SECTION I. GENERAL PROVISIONS
Article 1. Cabinet of Ministers of Ukraine within System of Agencies of State Power of Ukraine
1. The Cabinet of Ministers of Ukraine (Government of Ukraine) shall be the highest agency within the system of agencies of executive power. 2. The Cabinet of Ministers of Ukraine shall effectuate executive power directly and through ministries, other central agencies of executive power, Council of Ministers of the Autonomous Republic Crimea, and local State administrations and shall direct and coordinate the work of these agencies. 3. The Cabinet of Ministers of Ukraine shall be responsible to the President of Ukraine and under the control and accountable to the Supreme Rada of Ukraine within the limits provided in Articles 85 and 87 of the Constitution of Ukraine.
Article 2. Basic Tasks of Cabinet of Ministers of Ukraine
1. There shall be relegated to the basic tasks of the Cabinet of Ministers of Ukraine: (1) ensuring State sovereignty and the economic autonomy of Ukraine, effectuation of internal and foreign policy of the State, and fulfillment of the Constitution and laws of Ukraine and acts of the President of Ukraine; (2) the adoption of measures relating to ensuring the rights and freedoms of man and citizen and the creation of favorable conditions for the free and comprehensive development of the individual; (3) ensuring the implementation of budget, financial, price, investment, including amortization, tax, and structural-branch policy; policy in the spheres of labor and employment of the population, social defense, public health, education, science and culture, nature protection, ecological security, and nature use;
William E. Butler, Emeritus Professor of Comparative Law in the University of London, attached to University College London, is the John Edward Fowler Distinguished Professor of Law at the Dickinson School of Law, Pennsylvania State University, and Founder and Director of The Vinogradoff Institute.
An authority on the legal systems of Russia and former Soviet nations, he is the author, co-author, editor or translator of more than 3,500 books and articles on Russian, Soviet, Kazakhstan, Ukrainian, Uzbekistan, and other Commonwealth of Independent States legal systems. He has acted as Counsel to the EBRD, European Union, World Bank, United Nations, and Department for International Development of the United Kingdom on individual law reform projects.
The recipient of numerous honors for his service to Russian and international law, Professor Butler is Academician of the National Academy of Sciences of Ukraine and the Russian Academy of Natural Sciences, Associate of the International Academy of Comparative Law, and Member of the Russian Academy of Legal Sciences. He has been elected to his fourth term as a member of the Russian International Court of Commercial Arbitration. In 2003 Professor Butler was awarded the G. I. Tunkin Medal by the Russian International Law Association.
