Preview Page The Russian Federation and the Zaporozhia Region, based on the historical community of their peoples and taking into account the ties between them, recognizing and affirming the principle of equality and self-determination of peoples which has been consolidated in the Charter of the United Nations and in accordance with which all peoples have an inalienable right freely and without interference from outside to determine their political status and effectuate their economic, social, and cultural development, and every State is obliged to respect this right, being filled with resolve to ensure respect for and compliance with human dignity, rights, and freedoms, including the right to life, freedom of thought, conscience, profession of faith and convictions, right to use the native language, to free choice of language of communion, nurturing, study, and creativity to all within the limits of their territory, without any distinction whatsoever, in accordance with generally-recognized principles and norms of international law, being aware of the close interlinkage of other basic principles of international law consolidated, in particular, in the United Nations Charter, with principles of respect for and compliance with human rights and freedoms, expressing the common will of their peoples, inextricably connected community of historical fate, to reside jointly within a democratic, federative, rule-of-law State, ensuring the defense of historical justice and respect for the exploit of the defenders of the common Fatherland,
William E. Butler, Emeritus Professor of Comparative Law in the University of London, attached to University College London, is the John Edward Fowler Distinguished Professor of Law at the Dickinson School of Law, Pennsylvania State University, and Founder and Director of The Vinogradoff Institute.
An authority on the legal systems of Russia and former Soviet nations, he is the author, co-author, editor or translator of more than 3,500 books and articles on Russian, Soviet, Kazakhstan, Ukrainian, Uzbekistan, and other Commonwealth of Independent States legal systems. He has acted as Counsel to the EBRD, European Union, World Bank, United Nations, and Department for International Development of the United Kingdom on individual law reform projects.
The recipient of numerous honors for his service to Russian and international law, Professor Butler is Academician of the National Academy of Sciences of Ukraine and the Russian Academy of Natural Sciences, Associate of the International Academy of Comparative Law, and Member of the Russian Academy of Legal Sciences. He has been elected to his fourth term as a member of the Russian International Court of Commercial Arbitration. In 2003 Professor Butler was awarded the G. I. Tunkin Medal by the Russian International Law Association.
